  the programme has not confirmed whether the income bands are measured against Area Median Income or State Median Income, or what happens at exactly 80% and exactly 150%. The manual uses AMI throughout but also says eligibility 'is based on the State Median Income', and the table we hold carries 60% SMI figures rather than 80/150% ones. A reviewer decides your band; this portal will not guess it.

  the programme's record of what has already been paid at an address lives in SPECTRUM and Atlas, which this portal cannot reach. The programme checks it after you send your application. Not being able to check it is never the same as it being clear.
